You cannot - without uninstalling IE8 and revert back to IE7.

Actually, IE 7 on Vista also had InPrivate browsing. So going back to IE 7 is not the solution.

To disable InPrivate browsing do the following:
Logon to your system as an administrative account.
Press: WindowsKey-R
Type in: mmc
Click OK
Click Continue if UAC pops up
Maximize window
Click on File - Add/Remove Snapin
Double-click on Group Policy Object
Select Local Computer
Click Finish
Click OK
Expand Local Computer Policy
Expand User Configuration
Expand Administrative Templates
Expand Windows Components
Expand Internet Explorer
Click on InPrivate
Double click on "Turn off InPrivate Filtering"
Click Enabled
Click Apply
Click Next Setting.
Click Enabled
Click OK
Close all Windows (don't save console1)
Logoff
Log back on as any user, InPrivate should be disable.

Sorry but You are wrong. Read THIS M$ link that explains What is InPrivate Browsing. And the first paragraph stated...This information applies to Windows Internet Explorer 8. .
