Specs: Windows Vista, 4.00
I redownloaded windows vista on my computer. Now it says I have low memory on my recovery d drive. How do I safely remove one os from my D drive without messing up the other os?

It is reporting low disk space as in storage not memory as in RAM

You should not be using your d: recovery drive for storing any files/downloads.

It has everything you needed already for the OS reinstall/recovery. You had no need to download anything.

Since you have c: and it contains the OS you are booting you need to remove the download from the d: drive. You just have to remember how you labeled it.

Answers are only as good as the information you provide.
