Question about Vista & HOSTS file

Hi all,
I don't have Vista, so I need to ask.
If a user is an administrator on a Vista computer, can they edit the HOSTS file to block websites? Can a program that they run successfully edit the HOSTS file or will it get blocked by Vista's security features?

Ordinarily, Vista will firmly deny you permission to modify that file, even if you are logged on as an administrative user. This is in line with Vista's security MO: which centers around protecting the typical user from himself.

I believe the answer from above clarifies this additional inquiry as well.
Note: You can still edit the host file albeit after scaling a couple of hoops.
