Program Too Big to Fit In Memory netsh cmd

Specs: Windows Vista, 2.0 GHz Intel Core 2 Duo/4GB RAM
Getting "program too big to fit in memory" error when attempting to run a simple netsh command from an elevated command prompt.

Running a Dell Inspiron 1525 w/Vista Home Premium sp2, Intel Core 2 Duo 2.0 GHz, w/4 GB RAM, 116 GB free space on my hard drive. Can someone define this "error" for me?

Having one other issue. May or may not be related, so I'm mentioning it. Otherwise all is well: The other issue I've been having is a stac gui message that comes up when I try to use certain USB-connected devices. Seems to REALLY not like Seagate and Cruzer memory stick or other external drives. Window says "Missing storprop.dll file".
