OS: Vista Home Premium
CPU/Ram: 3GB
Model/Manufacturer: HP Pavilion Elite m9040n

Since I started to use a new computer with Vista Home Premium, all three programs from Xara (Webstyle 4, 3D and Xtreme) have problems in starting.
Based on their Support suggestions, I am supposed to make sure I run the programs As Administrator and if continued with problems to "Check the starting security option of webstyle, enable the option "start as administrator" .
How one can check or enable the STARTING SECURITY OPTION?

ZoneAlarm, BitDefender, Scan with Spyware Doctor, AVG, SpyBot

This is strictly a third party issue. The best I can do is suggest that you start with the following article posted by the software maker themselves.

Will Xara products work with Windows Vista?

Be mindful that Xara also has their own Technical Support. You may want to contact them accordingly.

Yes, I did contact Xara support prior to posting here. Unfortunally, the instructions on the link you provided did not work for me.
I am the sole Administrator, I logged as an Administrator and use the Run as Administrator option to no avail.
I already informed Xara support of the continuing problem.

Some few shots in the dark ...

1. Do you have Vista SP1 installed?
2. Are you dual-booting?
3. What security software are you running?
4. It;s possible the software may not be compatible to run in Vista (help info last updated 17 Jul 2006 09:59 AM). Try run it in Compatibility Mode.
