Pop up blocker issue/windows vista

Specs: windows xp pro/sp2, Amd athlon xp 3200+/
My friend called and said they are having a problem with a lot of pop ups coming through on his Compaq CQ50-139WM Laptop PC w/ Intel Celeron Processor 575 running windows vista. He said that the pop up blocker is activated on internet explorer. I am not running vista nor do i know a lot about it at this time so i was wondering if any of you fine people in this forum could give me some suggestions or a pop up blocker software they might run well besides the one with internet explorer. This person is not computer savy at all and i was wondering if it might be something in his history or temp internet files that might be triggering the pop ups. IE's popup blocker is very good.
Go into it's settings and remove all listed "Allowed sites" and all will be blocked.

Then add allowed sites as desired.
