PC wont start up

Specs: Windows Vista
Please excuse my poor explanation as I am not a computer person....
we are unable to get our pc to start up.
When I turn it on the screen goes through various modes, the the screen seems to be flashing, wobbling almost. It first told us that it had to do a start up recovery which we did, but now we are unable to get on. It wont let us on any way, including safe mode. It tells me the computer didnt shut down correctly, and it will attempt start up (or something like that) in so many seconds. Then we get a blank black page with a white arrow (that we can move). Its the screen right before the log in page comes up.
Please help!

I think you need to do a start-up repair , this tutorial from bleeping computers explains how


You may also not have a Full install disk , so this will do .


Nb. you do not need to use a torrent downloader for this disc just
double click on the down loaded link and select the browser of choice .


Some people have reported problems when they have burned this disk with Nero , I have had no problems with Vista's burner or Cdburnerxp ,
just slow the burn speed down a bit ,

If start-up repair does not do it for you try system restore .

... I was along those lines, just realised my first word was "if"
[now edited] .. ahh well

... I was under the assumption that "SuperStorm" may have the repair option in a Vista recovery partition hence the question although wrongly worded can throw one into a "quandary"
