PC will not restart

Specs: Windows Vista
My laptop will not restart whatever the reason for it. The alternative is to turn off the laptop. What could be the problem? Thank you.

Did you install any software recently?
Did you unplug any USB drive using an incorrect way, recently?
Did you turn off your laptop by simply pressing the on/off button and without pressing the switch off button?

Try to start your windows in safe mode (press F8 continously as soon as you turn on your pc)
if it works and you manage to restart your laptop from there it is probable that your issue has to do with a software ar a process which doesnt go off properly.

Hi Frankhelp, About a month-ago a blue screen appeared informing me that if this is the first time I've seen this stop error screen restart the computer. I was unable to restart hence turning the computer off via the on/off button. This is a regular occurrence and can happen anytime without warning whatever I am doing on the laptop. I have taken pictures of the screen on my mobile phone in the hope that the images can provide a remedy to the problem. I also have an external HDD but I always use Safely Remove Hardware. Thank you.
