I have a laptop running Vista Premium 32-bit on a C2D processor, which is 64-bit compatible.
Would I be able to use the laptop's OEM key to purchase a 64-bit DVD from MS, or does this only apply to retail copies of Vista? Thank you.

Nope.
What I want is to run the 64-bit version of Vista on the lappy. It's currently running the 32-bit OEM version that came with it. Normally, giving MS the product key shown on a retail Vista package+$10 for shipping and handling would earn me a 64-bit DVD.
Can I use the notebook's OEM key to obtain the 64-bit upgrade?

Nah, if it was only that easy. That's how it is with OEM CD's. Once they are installed on a pc that's it. Upgrading would require an upgraded version product key.

Wait a minute - I thought Windows Vista DVDs are shipped with both 32-bit and 64-bit versions on the same DVD, no?

Only 'retail' Vista DVDs are shipped in both 32-bit and 64-bit versions in the same package.

=====================================This is only true with Vista Ultimate. With Vista home you must have a disk shipped upon request.

Just for info... you can't "upgrade" from a 32bit system to a 64bit system. If you want to go from 32 to 64 then you must pay the full retail price

I'm running the retail version on my desktop system. The package, as blackbill said, only had a 32-bit disk, but I only paid $10 for a 64-bit DVD.
Unfortunately I lost that 64-bit DVD months ago.
I guess I'll just stick with 32-bits on the laptop for now. Really sucks that only 2.75GB of RAM shows up, though. Is there any way around that?
