No start up folder

Hello, I have created a new user account, and want to add some shortcuts to that users start up folder, but the folder is not there. I have tried just making a folder called start up in the right place but that dose not work (oppening the programs when i log on). Anyone know how to fixs this problem? Any help, Thanks.

The first one is the one i want C:\Users\Your_Name\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup but this is the one that dose not exsit (just for one user and it is there for the other). It is the one i want to knoe if i could create.

Well the reason i want the startup folder is so that when i logon a script runs and IE starts.
