No Boot Manager and CD Rom Does not work

Specs: Visa
Have No bootmagr, can not read of CD. HP8700 When I start it up, it tells me No Boot Manager,and I have set it to read the CD drive first but the Cd drive does not read, How can I get to my windows to fix this matter. Thanks, Oh this HP is 1.5 years old,and the company will not help with this,unless I pay them $50.00 a hr.

You have to have a working boot device to fix it. I'd fix the CD / DVD drive first.
Then boot with your WIndows install disk. If you didn't create that disk when the PC was new, you may have to purchase the restore disk from HP, or opt for a Windows CD from your local retailer. If your hardware supports Windows 7, and the drivers are available, I'd do that rather than spend money on Visa.

There may be the option of booting with a USB drive.
