new computer - vista on hdd - no cd

Hi, I just bought my parents a new computer recently (only a cheapy) and was astonished to find today that the manufacturer has placed the vista installation on the hdd rather than supplying me with an os cd. I presume this is to prevent piracy.
My question is, is there a way for me to create a working vista installation cd from the files on the vista partition on the hdd? I have a mac, and am not really interested in using vista, but would like to install a working version to help troubleshoot my parents on their vista computer (1000 miles away).

Most Branded PC/Laptop do not come with O/S disks, when you first boot up you are normally requested to make a set of restore DVD's, did you do this or even read the instructions ?
As to installing on another computer it aint going to happen the license states in a nutshell one PC one O/S at anyone time.
