It sounds like the boot process may be stopping before the operating system starts to load. Try inserting the Windows Vista DVD and see if it can boot from the DVD. If it can boot from the DVD, allow it to continue. At some point it will ask if you want to install or repair Windows Vista. Choose repair and when it is finished, see if it can boot normally. If it can't even boot from the DVD, then enter BIOS (usually by holding down the "Delete" key while starting the computer, or whatever other key your system requires). In the BIOS screen, look for startup sequence and choose the CD/DVD drive as the first drive to check for an operating system. If this don't work, there may be a hardware problem. I hope this of some help.

I think you can borrow another person's Vista DVD if you are just doing a repair. By the way, it will appear like you are going to reinstall Windows (files loading, etc) but like I said earlier, it will give you the option of repair, reinstall or cancel. Choose repair. Hope this helps.
