my sytem wont connect to a windows service

Specs: Windows Vista
when i start up the laptop it says ""failed to connect to a windows service. windows could not connect to the system notification service. This problem prevents limited users from logging on to the system". also Hp help an support could not open, when i try to log on to the internet it says the dependency service or group failed to start. my firewall is down and i cant turn it on when i try to it says "Security center cant turn on windows firewall"and when i try to do it manually it still doesnt work. so many other programs like my anti virus are not opening. the sytem takes a long time to start up

Windows Key + R -> type SERVICES.MSC -> Click Continue to open the services. -> Scroll down to System Event Notification Service -> Right-click and Select Start.

It could also be a Win Sock problem. Try this..


One last issue could be the Windows Defender. Try disabling it.

if you get an error you may have to do a repair install of Windows...
