My PC won't start!

Specs: Windows 7 Ultimate 64bit, 2 gb of ram
My PC running windows 7 ultimate 64 bit got a virus. Now, when i try to start it, i get an error message at the begining that either says to restart the computer, and after that but sometimes right away, still on the black screen at the beginning, i get a message that says "Reboot and Select proper Boot device or Insert Boot Media in selected boot device and press a key." What?????? Sometimes i get as far as the start mode selection screen. I tried choosing "start windows normally" and it gets to the desktop...without the toolbar or any icons...and blacks out so the only thing on the desktop is the mouse icon. i tried to run safe mode and the computer just rebooted andstarted in the black screen with either of the messages on it...
So with this information in mind, i can conclude that my pc has a virus that really likes to screw with hard drives.
So my question is how do I get rid of this virus if my pc won't even start? or how do i reinstall windows 7 on a custom built PC if i don't have the disks? better yet, how do i get the freeking thing started and back to normal with a low budget? thanks in advance!
p.s. i might need to know how to wipe my HD if nothing else works. how do i do that?

nevermind the hd wiping part... i was acually told that i had to recover the files it ran.
