Solved looping chkdsk

Specs: Vista Home Prem 32bit
I am working on a laptop that kept doing a startup repair over and over at every boot. I did in pc recovery, but chkdsk keeps looping at each boot, so then i tried a clean install with a cd, but now it keeps looping chkdsk and if you skip it, is starts loading up and says "The file or directory c:\windows\winsxs is corrupt and unreadable. Please run chkdsk utility. I have let it run all the way through though and it does the same thing.

Possibly a failed or failing hard drive. Find out what make the
drive is, then go to that maker's website >> support >>
downloads and get their diagnostic tool which runs from a
bootable CD or floppy. The test will run even if Windows isn't
installed or won't start.
