i installed roxio easy CD creator on my laptop and it was apparently not compatible. i tried to uninstall it but when my laptop restarted it gave me the error: logon failure: user account restriction...blank password...time control...etc. at first i thought it was because i have child protect software installed but i cant even get in to anything to uninstall anything. is there any way to fix this? please help before i cry...

You might could try Safe Mode. Just start tapping F8 when you boot your computer until you see a menu. Highlight Safe Mode and press Enter. Once there, there should be an Administrator account beside yours. Try logging in with that one. If it works, you can uninstall Roxio or whatever.

Are there multiple accounts on this machine or just one? And are others (if there are) able to login on the machine?

there are other accounts but they are all locked out.

Find a Vista OS disc (Or use your recovery partition) and put it in the drive and run the recovery console, hopefully you have a restore point loaded from before Roxio. DO NOT RESTORE TO FACTORY SETTINGS! That should fix it.
