limit upload bandwidth

I need to figure out how to limit my upload bandwidth. I'm using Sopcast to watch video streams and it uploads a ridiculous amount and my college doesn't like it. I'm trying netlimiter but I can't get it to work. Anyone have an EASY way that I can do this?
