localizer.dll is not installed with Windows Vista. It's installed with one of these third-party applications from Auslogics: Auslogics BoostSpeed, Auslogics Disk Defrag Professional and Auslogics Registry Cleaner

I suggest you uninstall any of the above. They could account for your computer running slower than it should. You do not need any of them because Windows has all those tasks built in already, except for a registry cleaner which is uneccessary and unsafe.

If you are getting the error message every time you start Windows, it may simply be that a leftover component of one of those applications is still in your Startup list, so you need to remove it from that list.

Use Ccleaner to find and remove it:

Install and open Ccleaner.
On the left side, click Tools.
Click Startup.

Find the line which contains reference to any of the applications I mentioned earlier.
Highlight that line.
Click Disable.

Restart Windows.
If there are no problems, return to that line in Ccleaner and this time delete it.

Install UltraSearch. Go into Options & make sure Include Folders is checked.
Copy & Paste > localizer into the Find: box & it will find the program for you.

Uninstall the program, using Revo in ADVANCED mode & reinstall again if required.

Revo Uninstaller
Open Revo, double click on a program logo, click > Yes & then you get your options, with Advanced down the bottom.
I use Advanced Mode. Screenshots of how to use.
If you have partially uninstalled your program, you get a message from Revo, that it can't find the uninstaller, hit Cancel & let Revo continue on, to search for the remnants.
If you get a reboot message, ignore it & do it after Revo has finished.

"I hope it is allright bringing up here these other probs. Should I register them as a question instead"
Here is Ok with me Brian.

Lets try this repair tool, if it doesn't work, let us know & also then register another question, just to cover all the bases. Make sure you mention what version of Internet Explorer you are using.

Run - Windows Repair & check all the boxes.

If after running, it still is not right, try this.

Why am I receiving a "long running script" error message?

Run AdwCleaner
Please download AdwCleaner by Xplode onto your desktop.
Close all open programs and internet browsers.
Double click on AdwCleaner.exe to run the tool.
Click on Delete.
Confirm each time with Ok.
Your computer will be rebooted automatically. A text file will open after the restart.
Please Copy & Paste the contents of that logfile with your next answer.
You can find the logfile at C:\AdwCleaner[S1].txt as well.
