latitude e6500 shut down loop

I just bought a dell latitude e6500.
After a couple of boot ups, the following begun to happen.
At start up, a screen comes up that says: "Configuring updates: 3 of 3 - 0% complete. Do not turn off computer".
After a minute the 0% turns to 100%, followed by "shutting down". The machine starts up again and the loop begins. I have no idea how to get out of this!

Is this a new system? Have you contacted Dell support if it is? The problem is a failed Windows update that is not finishing the process correctly. You might try booting with the Vista DVD and trying the repair option. If that does not work the next step is usually to run the reinstall option. If you have files on the system that need saved you need to take it to someone to back up the data for you unless you have the hardware to remove the drive and back up files.
