There should be an "Ease of access" button at bottom-left of that screen. Click on it and login with the on-screen keyboard.

When I turn my laptop on there is a brief loud noise. I clicked on ease of access, and the windows operating system came up, but I couldn't do anything withit. No keyboard appears. My cursor works, but when I click on my keyboard, and try to write words, nothing happens. PLEASE help me! I am suffering from laptop withdrawal!

By any chance did your laptop keyboard have close encounter of the liquid kind? It sounds like the KB is fried. Try using an external USB keyboard. You can borrow one or buy one very cheap if one isn't lying around.
