Language Interface Pack for Vista

Comment:
I am using Window Vista Home Edition x 32-bit and am trying to install the Language Interface Pack. From the Control Panel, Regional and Language Option and under Tag > Keyboards and Languages I am unable to find the ‘Display Language Install/Uninstall’ tag.
I understand that the Display language section will only be visible if I have already installed a LIP. As such, I have tried installing the language manually but there is always error as follow:-
“The total number of languages allowed on this computer has been reached."
Appreciate it if anybody could advise is there any other ways of installing the LIP or MUI. Thank you
