is it safe to run ipconfig /flushdns

Specs: Windows Vista, intel core 2 duo/ 2.5 gig
my computer is very slow: downloading pages is long and typing emails is a process of stalls. could running ipconfig/flushdns help. what else can i do? i saw that my physical memory is 80% full and I don't know how to regulate that. Also, i notice that in the lower left corner of the screen there is an error! message very very often. how can i tell if my computer is slow because of a virus? thanks! vista home premium.

It is safe.

Kind of hard to tell on newer MS OS's. They could use memory for other valid reasons.
The best way is to compare a known good baseline. I doubt you have any logs from days one and two so that is out.

You can't really tell if you have malware. You can use tools such as MS's security essentials to help protect your system. Some rootkits are impossible to detect. They can only be removed by a clean install.

If this happened a few days ago consider a restore point maybe.
