Is healthy eisa configuration vista a Drive

Specs: Windows Vista, AMD Sempron
I partitioned my hardrive into a C: and D: drive with 33GB each. My C: drive is full, my D: drive almost empty. Want to re-partition to have C: 45GB, D: 18GB. Windows Vista will only let me shrink C:, Extend is "Grayed Out". Can I delete the basic healthy EISA configuration drive and add it to my C Drive?

Forgot to mention that I successfully shrank 14GB from my D: drive. It showed up as unallocated, but I could not add this unallocated space to my C: drive because the Extend option was "grayed Out".
