Intermittent Internet Connectivity

My PC Tower can't sustain an http connection. When I open a web browser (please note that both IE and Firefox have the identical issue) and click on a web link it sits there saying, "Loading..." on the tab and on the bottom in the status bar it says, "Waiting for XXX." If I ctrl-click on another link to open another link in a different tab it'll says, "Waiting for YYY." And then if I open another link in a new window it'll say, "Waiting for ZZZ." After an random amount of time it'll load XXX and YYY and ZZZ all at once. Then I have a window of connectivity that'll last anywhere from 30 seconds to 5 minutes where I can browse the web normally. Then it'll go back to getting stuck, "Loading/Waiting."

It's not my internet connection because the laptop has no issues and is on the same connection, although the laptop connects to the router wirelessly while the PC Tower is cat 5'd to the router. It seems to be a weird layer problem, ping and tracert both work fine, and utorrent runs just fine continuously in the background, and I do have this problem if utorrent is closed and I keep it throttled anyhow so it's not that utorrent is chewing up all of my bandwidth. I have also tried switching the port that the pc plugs into the router on and that doesn't make a difference.

The computer is running vista, as is the laptop I'm typing this from that sits right next to it on my desk.

I'm just not even sure how to keep trying to fix this.

Looks like being caused by a virus see if virus scanning can help the system.
