I would not go around deleting either files or registry entries unless you understand what you are doing. You could easily wreck the system doing this.
Does the error message give the name of this other program?
It might be a virus issue so there would be no harm running MalwareBytes (free) and your Anti-Virus scans.
I would also run CCleaner (free) which can safely remove unecessary temporary files.
