Indexing turned off

CPU/Ram: 2.6Ghz/2.5GB
Product: AMD/4400+ Dual Core

Indexing has turned off. Go to turn it on and the buttons are grayed out. Found a fix in another forum requiring the use of regedit. Tried to open regedit but keep getting message:
"The application failed to initialize properly (0xc0000142). Any help?

Without giving us the missing link the cause are many.

The application failed to initialize properly (0xc0000142)
