IE trouble connecting

I'm having the same problem with my laptop, listed above, and my desktop, XP, 2.8 P4, 1GB. Upon starting they each establish full connectivity and retrieve mail through Livemail and Outlook with no problem. The problem comes when I start IE, Web pages are generally taking a really long time to load and that's when I don't get a IE can not connect to web page error. When I do get this message I've found repeatedly refreshing the page will eventually get it to connect but often there's an error on the page and I only get a partial download, no pictures for example. I'm having no other problems with either system, both have updated anti virus, windows defender and firewall running. Could it be a Java or ActiveX problem?
