i cant delete files from start menu

i am using Windows Vista and i've got some files (programs shortcuts) in my start menu that i cannot delete. i've tried to remove them from the start menu properties through "remove" and "customise" but i could not find those files, although they are present in the start menu. i cannot even open those programs and the right-click menu does not appear when i right-click them. i think that the shortcut is broken or something
i've also tried searching for those shortcuts and i did find them under this folder: "C:\ProgramData\Microsoft\Windows\Start Menu\Programs\" and when i tried to delete them, it said "Could not find this item. This is no longer located in C:\$Recycle.Bin\Recycle Bin. Verify this item's location and try again" n.b. the file size is 0 bytes
