My pc had 500GB HD, pc showed 398 GB free, but while I do shrink this HD, it only allow 38 GB for shrink.
How do I can shrink more HD ( i want shrink to 100GB for other partition ) ?

You can not shrink a hard drive, but you can resize partitions, use 3rd party software:
