Solution
This problem happens because your version of Outlook Express is set up to use Secure Socket Layer (SSL), which Tiscali does not use.
To fix this problem, open Outlook Express, and click:
- Tools
- Accounts
- Then click on your Tiscali connection and click Properties
- Then click Advanced
- On this screen remove the checks from the boxes This server requires a secure connection for both Outgoing mail (SMTP) and Incoming mail (POP3).
You will then be able to collect your mail."

I have three email accounts on this machine -- Windows Mail; Windows Live Mail; Outlook 2007 -- and they all work fine, if you enter the right information ... it's a piece of cake. Go back & check your settings.
The particular settings you need to pay attention to include:
Incoming Email Server Type - POP3
Incoming Mail (POP3): pop.tiscali.co.uk
Outgoing mail (SMTP): smtp.tiscali.co.uk
Incoming Mail (POP3) Port: 110
Outgoing mail (SMTP) Port: 25
You may need to check the above with Tiscali if is still doesn't work to see if anything has changed with their port information.
