How to delete folders and files

I install some software into C: drive. Now I don't want use them any more. I did uninstall those software from control panel. In C:, under programs, those software folders and files still there. I tried many times to delete those folders and files, but Win Vista never allow to do it. Those software name still listing under -- Start -- programs. I also can not delete those name from listing. In Win XP delete those software folders, files and name listing is very easy way. Why Win Vista can not do it ? How to delete folder and files under Win vista ?

What were the programs you were uninstalling?
Is UAC enabled (default)?
Is the user account you're using a full administrator on the box?
