how do I get a volume box with a blue border

Specs: Windows Vista
A volume box keeps popping up on the middle of my desktop. It has a blue border around it, and the number 60. It also has an exit type button, but you can not click on it. If you move your mouse over to try to click exit, the mouse just goes behind the box. HOW do you get this to stop, and why is it even doing it?

I AM PRETTY SURE THAT YOU ARE BUMPING THE VOLUME BUTTON ON YOUR MONITOR AND IT HAS NOTHING TO DO WITH YOUR PC. MAKE SURE THAT YOU KEYBOARD/MOUSE/CABLES AND ANYTHING ELSE ARE A GOOD DISTANCE FROM THE BUTTONS ON THE BOTTOM OR SIDES OF YOUR MONITOR.
