I assume you mean you want "Internet Explorer". That is a browser, same as Firefox or Chrome (if you are familiar with either of these alternatives).

Your homepage is something completely different. It is wherever your browser first goes to when you open it. It's therefore difficult to interpret your question. I will assume you want to use Internet Explorer browser and you wish to set a homepage of your choice. This link shows you how you do it (4 steps):

Let us know if I've understood your question and if you still have problems just respond here on this thread and we'll look further.

A quick google reveals that some Toshiba notebooks come supplied with addons for IE and chrome that 'lock' the homepage.
Can't change my homepage from on my satellite C655D

Post #3 describes what steps are required for internet explorer
Open Internet Explorer

Go to Tools => Manage add ons

Disable Toshiba Media Contoller Plugins

Restart your computer

I can't be sure what success you will have with that as I don't own any Toshiba devices, but hopefully it will do the trick.

Response #2 is a good thought. Also if you have any third party security programs they can often lock your homepage from being changed by malware.
