The jumper you are refering to is only to reset the bios, it will have no effect on the operating system. It will not restore a faulty pc or OS.

Can't you enter the bios now? Usual keys are delete or F2. You should get a message on the screen telling you how to access the bios when booting up.

What exactly is wrong with the OS?

am using Windows Vista basic. Strangely , just 10mins ago i tried to connect my desktop's monitor to this laptop, it did nt work though, yet as soon as i took the cable out and turned the laptop on it came onwiththe options screen so I chose start windows normally. it run and got to Windows logo but to my disappointment it ended up in Blue screen as i type now.
what do i do now? am not all that good so if you could guide me step by step in using safe mode to disable or uninstall some of the latest things i installed before getting screwed up i would so much be grateful .
P/s I could nt enter the bios with F2 before it went into logo. my fear now is that the pc might not come agin if i should turn it off even though its only at Blue screen. help please.

sorry, i did nt understand the last part of your question well at first. the problem with my laptop is this:it stopped working 3 weeks ago after my son did some downloadings or stuff like that. now when i power it on the fan spins for 3 to 5 secs, with the leds on and then it goes off. one time it came on ,allowing me to hit F2 but it froze before i could modify the boot order. after that i manually turned it off it has never gone beyond 5secs, neither on battery nor on AC cable.
Just before i read your answer i had hooked my desktop's monitor to it but did nt work. After disconnecting it it strangely came on, I chose "start windows normally" but it ended up in blue screen error:
STOP:0X00000007F (0X0000000D,0X00000000,0X00000000,0X00000000)
I would like to try "safe mode" to try and remove some of the recent activities I did but I lack the know-how, could your kindly drive me through it step-by-step please?.
Thanx in advance.

That error and what you describe along with the bios issues indicate a hardware problem.

This has nothing to do with the OS and your son's downloads didn't do anything either.

To go to safe mode you hit f8 before you see the windows logo screen.

Fact you are not even getting video comes back to a hardware failure. Is the unit still under warranty?
