Green screen on startup

When I start my computer I get the normal black screen with the little round windows logo then it switches to this ugly green screen for 5-10 seconds then my wall paper comes up. what is this?

I had this problem some weeks ago... I checked the cable from the monitor to the PC and tighten all the connections. Thus far the problem has not returned (touch wood).

Once I thought I was wrong, now I'm not so sure!
