Freezes during boot up

Power blinked out the other day and when the computer blinked out, computer turned off and then did a self reboot, came to black boot up screen, bar moves to "BIOS Revisions 2.3.1" then freezes. F1, F2, or F8 doesn't work. As a matter of fact nothing works. Is this a power supply, hard drive, motherboard or ? I do have the computer hooked up to a surge guard, so not sure if that was the problem or just coincidental. The front of the tower has a panel that has numbers 1 thru 4 for trouble shooting and 1,2 and 3 are all lit.

Power supplies are usually the first to go and the cheapest way out. I would try that first.

You have the lights shining.
After you see BIOS Rev. data, you also have to see the hardware data such as HDD and CD ROM and DMI data. I guess you do not see these.
Do the fans spin, either ? Do you hear hard drive spinning ?

Well, I was able to figure out what it was. I unplugged the Hard Drive, it went past the place it was freezing wanting to know where the hard drive was. Alas, this eliminated the power supply. When I plugged the hard drive back in, it actually booted up. Thank you all for your suggestions!!!

Summary: everytime I boot up it gets to the windows load screen but suddenly freezes and a blues screen shows but then dissappears fast enoguh I can't get info on it and then the Computer tries booting again, ...
