you cannot 'format windows vista'!

you can format a hard drive or a partition.

be more specific please ... what do you want to achieve?

e.g. formatting a drive and re-install windows vista?

simply put the xp cd in the drive and restart the computer.
follow the setup instructions.
you will have a "format" option during xp install.
