Folder permissions?

I'm trying to move some folders around but don't have permission. When I go to properties it's set to read only, after I change it and apply it goes back to read only?

Even if your account has administrator permissions, sometimes windows acts funny.
Set an administrator password in local users and groups, not in the control panel and login as administrator or type explorer in the run box. When it appears at the top, hold the shift key, right click on it and choose run as. Enter the admin password.
