explorer not responding PC hangs

Specs: Windows Vista home premium, Intel core2 duo 4Gb ram
explorer not responding. PC hangs and won't shut down. Have tried recovery to factory default twice. As soon as windows loads to desktop and I try to open a program the PC hangs, & I cannot close the program or Windows. I have to hit the power button for a few seconds to turn off. Internet explorer works OK, as does windows in safe mode.Ran CHKDSK and sfc /scannow
Made no difference. Problem was present prior to Recovery to factory default, and still the same after recovery.

Then we kind of get the feeling that it is hardware.

Get ultimate boot cd and start with memtest and move on to hard drive diags.

1/3 of highway deaths are caused by drunks. The rest are by people who can't drive any better than a drunk.
