Endless rebooting before Vista load

Hi everyone, I am having a strange problem with my new computer.

I had just put it together, got it running and was updating drivers when after updating my ATI 4850 drivers and restarting, my computer will not go past my motherboards splash screen. I can't boot from CD, my keyboards won't even load turn on(USB and PS2). I have no idea where to go from here.

Computer specs are:

gigabyte ep45-ds3r motherboard
q6600 2.4 gightz processor
western digital harddrive
mushkin 4gb ddr2
ati 4850
vista ultimate sp1

If it wont boot from the Vista DVD , It's most likely a boot order issue in the bios ,
If it is as simple as that you could then do
a start up repair ,
