I have some questions and they are seemed to be related
with all of vistas glorious operating system any-who

Q1. Is it possible to change the work load of each
processor?
Ex: Say I'm doing two things but one of the things i want
running on that processor and the other on the second..

Q2. I will be upgrading to 4Gbs of memory this weekend
is is the bios is where i tweak the mem timings? and how
fast can i crank it up (if it matters on money that shouldnt
be the issue.)

You cannot change the workload of each processor. It is dependent on the OS and how well the programmers code their software for multi-core processor operation.

Memory overclocking is dependent on the cooling system and PSU of your PC. You have to try to change memory timings in small increments to see how fast you can go.

for a gateway t-1620 i have no idea what type of memory i
should be getting and depending on what type it is for the
memory would it have different timings rather another brand
same type of meory when u try to overclock the ram

32bit O/Ses will not utilise 4GB Memory and not sure if your laptop supports 2 x 2GB Modules, see:

Overclocking - does your BIOS have this feature ??
