I had the same problem, downloads stopping at 99%, until I uninstalled IE8 and went back to IE7.
Is this a request for help or just a declaration that IE8 isn't working for you? i_Xp/VistaUser
It was the same for me both IE7 and IE8. Download seemed to have stopped at 99% but it has never stopped. It was taking about one minute or so then completing download. After I have installed Vista SP2 RC ( I have not yet installed SP2 RTM because the one made to public download is not in my Vista's language. ), the issue of the download taking too long to complete resolved.
