You should not have to down load the menu bar. In Vista it is normally turned off. In the folder of your choice click on Organize. Point to layout and click on menu bar. You should see it appear.

If you are referring to Internet Explorer then either simply hit the Alt key to see it or go to Tools, Menu Bar for it to remain viewable. Bryan
