Does windows vista have its own bass settings

I cant find the bass setting on vista home, when i play music the setting is to high

The sound chip driver/software package has those settings, not Windows Vista !

If its a laptop the speakers are too small to produce bass (or do you want less?).

Sometimes there are some gimmick settings such as Bathroom, Church, Rock, Pop.
You can often find one of these that gives more or less bass, assuming you have separate speakers or headphones. In some cases there is an equalizer too.

Is there a sound icon in the tray at the bottom next to the clock?

I am using a separate pair of speakers yes. the sound icon in the tray only allows me to adjust the volume of the speakers and windows sounds.
