Seems you can't - maybe MS will relent and do something about it one day.

In the meantime try this workaround:

Always pop back and let us know the outcome - thanks

Thanks, Derrick. You were right----the popup did come back even after I tried the work around. Guess I'll just have to hope MS gets the hint!!!

I assume you went through the "manual settings" on that link. If you've already tried it at 10 secs (max) then that's the best you can do, but see the following:

The pop-up should only arise when the addons take longer than the overall default setting. It is best therefore to check and find out which ones are slow, then decide whether you actually need them enabled. For example, Skype addons are very slow.

If you want to keep all the listed addons, then set the time until it "just" prevents the popup (add up the figures).

If you set it to 10 seconds (max) you should never see the popup again but this means you will not be advised unless an addon is painfully slow.

If you want to check these settings when there is no popup, then right click at the very top of the screen and tick "Command Bar". Then go to Tools > Toolbars > Disable Addons.
