Deleted Environment Variables???

While making changes to a User Account, I accidentally deleted my environment variables and need to know if theres anyway to replace them? I can't access System Restore or other features because I'm locked out. When I try to run certain things I get an error code of: C:\Windows\System32\rstrui.exe or whatever other executiable I try to run. Another example:'%windir%\\system32\\systempropertiesprotection.exe' when I try to access System Protection and so on and so on!!! Can anyone help???
