Default Security Settings are?

I installed Vista on C:\ formatting it before (so nice clean install) and left the other drives as they were, since I had data on them but now the security settings are not properly configured on all my other partitions.
As it seems Windows Vista has no simple file sharing, and I’m not too good at this. I was able to access the files (replace owner) but HOW do I configure it right and default, so that applications can also access folders on other drives and if I create a folder the UAC does not come up every time.
Is there a way to have it be set to default? Thanks

I have set every drive (partition) to have System to full allow, users to read & excute and ADministrators to full control. I think this is default right? but I still have the problem of above and the C:\ drive has Authenticated Users as well.
