Dead USB Ports

Specs: Vista Home Premium, Intel Dual Core 3Gb
I have a monitor with two USB ports on the side. These ports no longer work when I boot into vista. When I boot into linux or windows 7 they work fine. I've been into device manager and there are no exclamations next to the USB controllers to indicate any problems. I've tried uninstalling and reinstalling the controllers but this makes no difference. If I plug a memory stick into the ports and then remove it I can hear the system sound that you would normally hear when a USB device is connected but am unable to see that device as being connected (I've been into disc manager and made sure that is wasnt something as simple as a drive letter clash)

Does anyone have any ideas here?

Since linux and w7 works we can assume vista is at fault and not hardware or bios.

Might have to try repairs or restore points on vista or clean boot.

Think I'll try booting to my vista dvd and choosing to repair windows. Hopefully this will fix it.
