Creating New Favorites in Specified Folder

In IE7, when creating a new shortcut in Favorites, I incur a pop-up error message (cannot complete specified action?) when I try to create the shortcut in other than the main Favorites list or the Favorites folder.

I am forced to create the shortcut in the main list (or Favorites folder), then cut and paste the shortcut to a new or other existing folder.

Is there an easy fix for this annoyance?
